About the FS Classification
The FS (Foreign Service) group covers Canada's diplomatic corps: foreign service officers who staff Canadian embassies, high commissions, and consulates around the world. FS officers work for Global Affairs Canada and a small number of other departments with international mandates. Their work ranges from negotiating trade agreements and managing bilateral relationships to processing visa applications, supporting Canadian citizens abroad, and advancing Canada's foreign policy positions in multilateral forums.
Entry to the Foreign Service is through the highly competitive Foreign Service Officer Test (FSOT), one of the most selective recruitment processes in the Canadian government. Successful candidates typically enter at FS-01 ($70,258) or FS-02 ($85,018–$96,540). FS-03 ($102,079–$115,735) covers mid-career officers in substantive policy positions at headquarters or leading consular sections abroad. FS-04 ($122,041–$138,430) covers senior policy directors and heads of smaller missions. Ambassadorial appointments are EX-level.
FS compensation includes Foreign Service Directives — a complex system of allowances for officers posted abroad, covering housing, cost-of-living adjustments, education for children, and hardship premiums for difficult postings.
