About the CM Classification
The CM (Communications) group is one of the components of the Programme and Administrative Services (PA) family, covering communications operations work in the federal public service. It is one of the smaller and older classifications in the group. Over successive rounds of the Occupational Group Structure review, much of the broader communications and information workforce has been organized under other classifications, leaving CM as a comparatively small and specialized population.
CM-01 ($37,933 to $41,399) and CM-02 ($43,238 to $45,801) are entry and developmental levels. CM-03 through CM-05 ($47,678 to $60,388) form the working level. CM-06 ($60,292 to $69,485) and CM-07 ($66,044 to $76,137) are the senior and supervisory levels. The group's top rate sits well below those of the larger administrative classifications it shares an agreement with, reflecting its narrower operational scope and smaller size.
Like AS, PM, CR, and WP, the CM group is covered by the PA collective agreement between Treasury Board and PSAC, with rates effective June 21, 2024. Because it is a small classification, CM positions are concentrated in a limited number of operational settings rather than spread across every department the way the larger PA groups are.
