The EX (Executive) group encompasses the senior management cadre of the federal public service: directors and regional directors (EX-01), senior/executive directors (EX-02), directors general (EX-03), associate assistant deputy ministers (EX-04), and assistant deputy ministers (EX-05). EX employees are excluded from collective bargaining — their pay, terms, and conditions are set by Governor in Council on Treasury Board advice rather than negotiated with a union. Deputy Ministers sit above the EX cadre under a separate GIC classification (DM-1 to DM-4).
