About the EX Classification at Canada Revenue Agency

The EX (Executive) group at CRA covers the senior management cadre of the agency: directors (EX-01), senior or executive directors (EX-02), directors general (EX-03), and assistant commissioners at the EX-04 (Associate ADM equivalent) and EX-05 (ADM equivalent) levels. Above the EX cadre, the Deputy Commissioner is Governor-in-Council appointed under section 26 of the Canada Revenue Agency Act — there is one Deputy Commissioner at a time, equivalent in rank to an Associate Deputy Minister. The Commissioner of Revenue, appointed under section 25, has the rank and pay of a Deputy Minister and sits outside the EX scale altogether.

EX-01 ($137,524 to $161,773) is the director level. EX-02 ($154,178 to $181,365) covers senior or executive directors. EX-03 ($172,548 to $202,918) is the Director General level. EX-04 ($197,774 to $232,676) and EX-05 ($221,654 to $260,719) cover CRA's Assistant Commissioners leading branches (such as Compliance Programs, Collections and Verification, or Domestic Compliance Programs) and regions (Atlantic, Quebec, Ontario, Prairies, Pacific). The Deputy Commissioner's pay is set separately under PCO's GIC salary schedule, not the EX scale.

Unlike core public administration EX, CRA is a separate employer under section 51 of the Canada Revenue Agency Act with its own HR authority, but the EX classification code and salary ranges mirror the Treasury Board EX rates for governance consistency. EX compensation includes an at-risk performance pay component on top of base salary, though performance pay has been frozen or delayed multiple times in recent years due to government restraint. The Deputy Commissioner and Commissioner — being GIC appointees, not EX-classified — are paid on the PCO Salary Ranges and Performance Pay schedule for GIC appointees, separate from the EX framework.
